Subject: Objection to Sandhya Ravishankar Article published in your media on 10.5.2018
To: legal@huffingtonpost.in

Dear Sir,

This has reference to your articles published in HUFFPOST on 10.05.2018 as “Exclusive : Atomic Minerals found in Tamil Nadu Beach Sand Samples Meant for export, says report”.

At first we want to mention that, the author Sandhya Ravishankar is working with the competitors of Tamilnadu Beach Mineral Producers. Some of the overseas competitors also close in hand with her. The River Sand Mafia who want to usurp this industry also financing her to spread false rumors against this industries.

So whatever Sandha Ravishankar wrote, normally she cook the story with 99% imaginary and 1% fact. Already number of criminal cases filed against her by our association members for publishing false news.

Regarding Atomic Mineral, the Titanium bearing minerals Ilmenite, Rutile, Lucoxene and Zirconium mineral zircon also listed in Atomic Minerals for the reasons best knows to Government.

In your news, she has mentioned that, the possibility  of using monazite to extract nuclear grade Thorium. Please note all over the world no place Thorium is used to convert Uranium or it is not used in Nuclear weapons. All the countries are in the research. Number of researches are going on just like to run the car by sea water and to produce Uranium from sea waves and even from trees (Link : http://www.beachminerals.org/uranium-can-produced-various-items-iaea-report-reveals-fact/  and https://engineering.stanford.edu/magazine/article/how-extract-uranium-seawater-nuclear-power)

Like that this is only research stage. But to prejudice the judiciary and Govt., machinery and public Sandhya has wrote this.

She further mentioned that, certain samples found to contain monazite higher than the prescribed limit. What is the prescribed limit? Where is the notification?  Without any documentary evidence is it fair to publish such type of news? All these are naturally occurred beach minerals. No one has control over the same. You can find out the reply from DAE. (attached)

The monazite is not permitted for export. It is in negative list. Every port has the facilities to find out the radioactive materials and monazite in another minerals. All the vehicles should pass through the scanner and in case any unwanted material or monazite is found, that mineral will be detained and it will not be permitted for export. You can find out the said fact in http://www.beachminerals.org/tuticorin-port-trust-has-scanner-to-find-out-radioactive-materials-uranium-thorium-monazite-or-other-unwanted-materials-used-for-export-until-now-no-such-materials-found-in-the-export-cargo-tutico/

The monazite content is very high only in Manavalakurichi,   west coast of Kanyakumari district and not throughout Tamilnadu. The said Manavalakurichi area is leased to IRE Ltd, a Govt., company. The East coast area were leases granted to private companies content monazite percentage less than 0.5%. As per the Atomic Minerals Concession rules 2016, wherever the monazite content in the total heavy mineral (THM) is more than 0.75%, only the government entities are allowed to mine and produce the minerals and no private entity is allowed to mine such deposits.

Monazite contains 0.35% of uranium, 8-10% of thorium and 65% rare earths. Rare Earth is today’s sought after material and China is dominating the world with a 95% share. Just now only Indian Govt., get the technology from Japan for cracking monazite. Accordingly IRE Ltd is establishing the same in Orissa State.

Monazite is a contamination to other mineral products. If it contain in other mineral products, automatically this will be rejected. All over the world monazite is freely available, so Govt., of India stopped the monazite production from 2004 itself. It is replied in the parliament by the Honourable Minister for unstarred Question No. 420.

There are scanner facilities to find out monazite or other radioactive material enter the Port. Till now no material enter port.

There are different isotope of Thorium and Uranium. The Thorium and Uranium available in the monazite is Th-232 and U-232. Which could not be used for any purpose. But it is a radioactive material, a health hazard. So no country will permit import of monazite. Some countries previously purchase monazite from IREL for production of rare earth oxide. Now they stop the purchase. Hence IREL stop production of monazite from 2004 itself.

The Uranium used for power plant or other purposes are U-235 or U-238. Like that, researches are going on all over the world to find out whether, this type of thorium can be used for any purposes, just like the other research that whether sea water can be used as fuel for car. But without mentioning the isotope of the Uranium and Thorium available in the monazite, our competitors and amicus simply told that, Thorium and Uranium are fuel for Nuclear power plants, so to protect the same, beach mineral mining should be stopped.

Monazite is freely available all over the world. Hence IREL itself stop production in 2004.

The cost of monazite is less than other minerals. Since monazite is negative list of export, it cannot be exported either direct or indirect way.

All export products, random samples will be taken by the customs and analyzed their lab. If radioactive material is found, automatically the customs authority will black list the exporter and he cannot export in future. Hence no one will burn their finger for a meagre amount.

Any heavy mineral found to contain even traces of monazite is automatically rejected by the customers, as, all the countries are prohibiting import of radioactive material.

Every ship has separate scanner and alarm facilities to find out radioactive material to protect the employees of the shift as they will sail it in months. So there is no possibility to export monazite or thorium in any of the ship directly or indirectly blended with other mineral. Real fact is, no party will export monazite. But this wild allegation is made only with ulterior motive to prejudice the authority and judiciary.  Every persons from DAE and AMD knows that Thorium cannot be used for illegal purposes and cannot be exported. They have issued two press releases refuting the allegations.

All the above allegations are a tailor made false allegation to curb beach mineral export which is a competition to them.

Sandhya Ravishankar has mentioned about the Sahoo report. In fact the Honourable High Court has directed the registry to furnish copy to the parties advocates to submit comments on the above said reports. Till today our members did not receive the copy through their advocates as most of the advocates fly to other places for vacation. So without going the same, no one can give any comments on the same.

In fact, the above fact have been replied to her by some of our members. But she wantonly hide the fact that she received reply. We don’t know how Sandhya can able to get a document from the High Court without order from the Honourable High court when the matter was sub-judice. For your reference I separately forwarded the reply send to Sandhya and the acknowledgement send by her.

In fact, some of our members requested her to send the report copy with annexures if any so that, they can send their comments. The said mail was acknowledged by her. But you have not reflected the above facts in your news.

So kindly publish our clarification in your media and send the link for our reference.

Thanking you,

Pauldurai @ Perumal

தாது மணல் பற்றி ஒரு அறிமுகம் – Introduction about Beach Mineral Industry

Mr.S.Vaikundarajan of VV Mineral Clarification about the false allegation was accepted by New Indian Express, Cochin and regretted for having carried a one sided report

Indian Express published one sided news for which Mr.S.Vaikundarajan of VV Mineral send clarification. It is available in http://www.beachminerals.org/clarification-mail-send-to-indian-express-about-their-one-sided-news-against-vv-mineral/

Thanks to New Indian Express, Cochin for  verifying the facts immediately and published the clarification next day on 21.03.2018  in their publication 6th page.

New Indian Express, Cochin issued the clarification and concluded that, We regret having carried a one sided report.

The details are given below.

Clarification mail send to Indian Express about their one sided News against VV Mineral

As usual, since one writ petition filed by VV Mineral is posted for hearing on Cochin High Court on 19.03.2018, the dacoity group against VV Mineral, arranged to publish one news against VV Mineral in Cochin, New Indian Express. Immediately VV Mineral Mr.S.Vaikundarajan send clarification, clarifying that, the one sided report by CBCID, Mr. Unnirajan is prepared with ulterior motive and the Honourable High Court, Kerala also confirmed that, the above said report should not be used as, it is created behind the back of VV Mineral. Mr. S.Vaikundarajan further clarified that, he already submit complaint against the erring officer to the Kerala Governor, Chief Secretary and other officials.  Accordingly, Kerala Governor write letter to the Chief Secretary and the Chief Secretary also pass order to enquire about the same.  Copy of the clarification mail send Mr.S.Vaikundarajan is given below for knowing the fact to the general public.

Dear Sir,

This has reference to your news published yesterday in the caption of “Cochin Minerals forced to import ilmenite; Tamil Nadu company smuggles Kerala’s mineral wealth”.

We have not expecting this news article from a reputed Paper Media, this is a story cooked by our business rival in TamilNadu and CMRL in Kerala.

The News article was published with ulterior motive and malafide intention to cause damages to the reputation of our firm. The Responsible reporter and the media’s did not ask us our comments about this before publishing. This publishing only to prejudice the judiciary, since one of the firm has filed a writ petition before Kerala High Court, which was posted for hearing on 19th March 2018, this was main intention to publish this article in the paper media.

We have been in this business for the past 25 years and we have good reputation among the public and Authorities. We have got sufficient Mining Leases in State of Tamil Nadu. There is no need to involve illegal mining in Kerala.

There is a long business rivalry between one Congress ex-central minister Mr.Dhanush Kodi athithan and his PA Dhayadevadas owned Indian Garnet sand company and Southern Enterprises and V.V.Mineral from 1988. By using the political power, the congress central minister has created lot of problems to V.V.Mineral.  All the complaints were enquired by the competent officers and found that this complaints are made due to business rivalry. Most of the report copies are available in the blog of www.beachminerals.org  you can go through the same.

We have land in Kerala. We purchased the land to get mining lease. But because of CMRL’s intervention , we could not able to get mining lease. When the UPA Govt., was in power, through the Industries Minister Mr. Kunjalikutti, CMRL managed to pass one G.O. to prevent us from getting mining lease. So we filed writ petition in the Kerala High Court and succeed the case. The real fact is, IREL and CMRL are colluded as, we have some misunderstanding with both of them in getting mining lease in Tamilnadu as well as Kerala. You know very well that a PIL also pending before the Cochin High court about supplying material to CMRL in a low rate than supplying to Govt., company.  We have Titanium plant in Tuticorin, which also import Ilmenite from overseas countries, as, IRE Ltd refused to supply material to the end users of India.

CMRL, IREL and our Tamilnadu Competitors colluded themselves and cooked a report through Mr. Unnirajan, Crime Branch SP and supplied the copy to our Tamilnadu competitor to use against us. When we came to know about the false report, we filed writ petition before the Kerala High court against the said report which is created behind our back.  Immediately, the Govt., side told that, this is not a statutory enquiry report. However, the Honorable High Court did not accept the same and has passed the following orders.

“The Process of enquiry should be meaningful in a sense that it should give fullest opportunity to any person who will be affected by such finding, if he is not given an opportunity to convert and contradict. Therefore, during finalization of the report, petitioner should be given ample opportunity to contradict factual findings including matters withheld under the Right to Information Act.”

Till now, no enquiry is conducted by either the State Govt., or the police as directed by the Honourable High Court. Hence referring the above said report will definitely amount contempt of court.

For preparing a false report against VV Mineral behind our back, we have filed complaint before the Kerala Governor, Chief Secretary and other officials on 15.04.2014 to take criminal as well  as departmental action against the erring officer Mr. Unnirajan.

You can find the same inhttp://www.beachminerals.org/vv-mineral-requested-kerala-governor-chief-secretary-officials-initiate-criminal-well-departmental-action-mr-p-n-unnirajan-sp-cbcid-creating-false-documents-v/

Based on the above said complaint, the Kerala Governor secretariat forward the same to the Home Secretary to Kerala Government for appropriate action. You can find out the same in http://www.beachminerals.org/kerala-governor-secretariate-directed-home-secretary-take-action-vv-mineral-complaint-mr-unnirajan-vide-kerala-raj-bhavan-letter-no-g-s-4-12252014-dt-30-5-14/ .

Based on V.V.Mineral complaint, the Chief Secretary, directed the DGP to inform the action taken against Mr.Unnirajan.  You can find out the same in http://www.beachminerals.org/kerala-government-chief-secretary- requested-director-general-police-furnish-action-take-report-complaint-petitioner-shri-p-unnirajan-ips-create-false-documents-agains/

So this story is created by our competitor with ulterior motive as, one of our unit has filed writ petition before the Kerala High Court which was posted for hearing on 19th March. (Yesterday). This is their routine work to create false stories in the media at the time of Court case hearings to prejudice the judiciary.

It is worthwhile to mention that, our own lands are available in Kerala. The previous UPA Govt., rejected our application at the instigation of CMRL. But we have filed writ petition before the High Court against the rejection. The Honorable High Court, already set aside the rejection order in its order W.P(c) No.16999 of 2010 dated 14.10.2016 and directed the State Govt., to act in accordance with the direction given by the Supreme Court in C.A.No. 3608 of 2014 dated 08.4.16 and directed the Kerala Govt., to grant mining lease.

Though we have won the case during October 2016, we could not able to get mining lease from Kerala Government. It is worthwhile to mention here that, if mining leases are granted, out of the total revenue 63.97 % goes to State and Central Govt., through various taxes.  Please see link : http://www.beachminerals.org/mineral-industry-give-64-of-its-revenue-to-government-through-various-taxes/

In addition to this, lot of employment opportunity will be created which will uplift the local people’s economic as well as social status.  Though we are eligible to get lease and though the Honorable High Court has pass orders to grant lease, we could not able to get the lease, due to the mis-propaganda made by people like CMRL. We did not enter any illegal mining in any place of India. This all created , since our competitor was very close to Ex.Congress Central Minister Mr. Dhanuskodi Adithan.

So please publish our clarification in your newspaper and inform the fact to us.

With kind regards

Vaikundarajan | Managing Director

Incursion of seawater into over-exploited aquifer robs ECR residents of fresh water

Incursion of seawater into over-exploited aquifer robs ECR residents of fresh water
CHENNAI: Excessive extraction of groundwater has stressed the aquifer running between Thiruvanmiyur and Muttukadu causing seawater intrusion in several residential pockets along East Coast Road.
The 20km-long southern coastal aquifer is a potential source of fresh water for local residents, but extraction of water from the interface zone, that comes below the fresh water zone, has made way for seawater. The result? Residents sinking borewells are drawing up saline water every day.Hydrogeologist J Saravanan said the aquifer was one of the healthiest in the suburbs. “But due to rapid urbanisation, groundwater is being extracted from the fresh water zone (and beyond). This aquifer runs parallel to the Buckingham Canal which carries only saline water. This could have probably led to seawater intrusion in several localities on the East Coast Road,” he said.

The aquifer is sandy in nature and gets replenished the during monsoon. “With the surface covered by concrete structures, the natural process of water recharge has been hindered,” Saravanan added.

Residents of East Coast Road said seawater intrusion affected the quality of groundwater. Reverse osmosis units have become common in many houses. Siva, president of Kapaleeswarar Nagar Residents Welfare Association at Neelankarai, said the total dissolved solids (TDS) in the groundwater have increased from 150 TDS to 800 TDS in the past five years in their locality. Siva said Metrowater too was drawing groundwater for supplying drinking in the neighbourhood. The association gets the water tested every month at a laboratory.

“We have already been hit by this over exploitation with all the 5000-odd residents in the area being forced to depend on water purifiers while using the groundwater,” he said.

Saravanan said water bodies along the East Coast Road should be conserved as they would act as a barrier against sea water intrusion. That will ensure that the groundwater gets recharged during monsoon, he said.

Monsoon replenishes groundwater, but renders it unfit for consumption

TNN | Mar 6, 2018, 07.06 AM IST
Monsoon replenishes groundwater, but renders it unfit for consumption
CHENNAI: The northeast monsoon might replenish the city’s aquifers and bring relief to the residents till summer, but the rain seems to do little to improve the quality of groundwater.
A joint study by researchers from University of Madras and Anna University shows that after the monsoon, concentration of heavy metals like lead, iron, chromium, nickel, cobalt and manganese increases beyond acceptable limits in the water table in localities between Besant Nagar in Chennai and Sathankuppam in Kancheepuram district.

Researchers compared groundwater samples collected before and after monsoon with Bureau of Indian Standards (BIS) drinking water values and inferred that the contamination of groundwater was due to the dumping of industrial effluents and domestic waste which seep into the aquifers along with rainwater. According to BIS, if the quantity of any metal in water is beyond the acceptable limit, the water is rendered unfit for consumption.

“The groundwater is contaminated due to rapid urbanisation which results in increase in industrial effluents and dumping of domestic waste,” the study said, adding that the effluent discharge accumulates heavy metals in the soil initially and later moves to the aquifers when the rainwater percolates.

The study, published in Springer’s journal Applied Water Science in September 2017, was conducted in an area of 270sqkm along the Bay of Bengal and covered Thiruvanmiyur, Pallikaranai marshland, Sholinganallur, Kovalam and localities close to Buckingham Canal and Muttukadu backwater.

Researchers collected 30 samples of water from

wells and borewells, and studied the presence of eight metals. The levels of six metals were high. “The study area has been rapidly urbanised over the past few decades. This has deteriorated the condition of the aquifers,” the study said.

Experts said toxic elements present in dumped waste were capable of seeping into the groundwater depending on permeability of the soil. In areas like Pallikaranai, dumping of waste causes leachate (liquid that drains from a landfill) to penetrate surface water and later into the groundwater. “It is similar to how water in the percolation pit or recharge well slowly takes it to the groundwater and then recharges wells. The quality of groundwater depends on the quality of the surface run off,” said J Saravanan, consultant hydro-geologist, Rain Centre.

The study found that concentration of iron in the groundwater could be due to corrosion and leaching from pipes while lead concentration could be due to plumbing material like pipes that react to the alkaline water. Chromium comes from dumping of municipal waste, nickel from sewage and corrosion of nickel alloy material, cobalt due to leaching from solid waste and manganese from solid waste and automobile emission.

Doctors said consumption of water contaminated with such elements can cause several health problems. Lead could damage kidneys and cause hypertension, nickel could lead to loss of weight, damage the heart and liver, and manganese could cause permanent neurological disorders. Senior surgical gastroenterologist Dr S M Chandramohan said absorption of lead into the body could lead to acute abdominal pain called plumbism. “Usually when patients come with chronic abdominal pain, we will rule out other conditions before we conduct tests for lead content in the blood,” he said.
