Allowing private sector to mine monazite would boost India REEs

MUMBAI (Metal-Pages) 5-May-15.  India needs to rope in private miners to mine and process monazite if it wants to increase its rare earth production, the Beach Minerals Producers Association (BMPA) said.

Although India has large resources of rare earth-bearing mineral monazite, the country has not been able to exploit these resources found along its coastal areas. There are about 83 mining leases granted for mining beach minerals also known as heavy minerals, but only Indian Rare Earths Ltd (IREL) is processing monazite and producing rare earths. Most of the other miners are focused on titanium and zircon products.

BMPA said that India should permit beach mineral mining lease holders to handle monazite mining too. This would increase the supply of monazite in India. Those miners who are willing to further process monazite to produce rare earths elements should be permitted by the Department of Atomic Energy (DAE), with assurance that uranium and thorium should be handed over to government authorities or kept in a separate place for future disposal.

The policy of Beach Mineral is that wholly Indian-owned companies are eligible for mining mineral separation and value added products. The miner has to dispose of any monazite produced at their own cost in accordance with Atomic Energy Regulatory Board (AERB) directions. The miner has to blend the monazite tailings with waste sand and refill the mine veins.

BMPA president N Pauldurai Perumal said that without permitting private miners/companies, India cannot increase its production of rare earths.

Currently, only government-owned companies are allowed to process rare earths. Government-owned companies have their own limitations and might not have enough funds to make investments in new rare earth projects, whereas, private companies have fewer limitations and involving private companies would pave the way to import the required technology from developed countries.

This model has been proved successful in the case of titanium bearing metals, when it was opened to private entities in 1998. Permitting private companies to exploit monazite under the direct control of DAE, would be beneficial to the government as it would provide uranium and thorium without any need to make huge investments to mine these resources.

He added that many private companies have shown interest in cracking of monazite for rare earth production. V.V.Mineral of Tamil Nadu, Trimax of Andhra Pradesh and Synthetic Rutile Producer Cochin Minerals and Rutile Pvt Ltd of Kerala have approached the DAE for rare earth production.

Esteemed Sirs,

A news item has been published in your esteemed paper wherein  “Illegal Beach Sand mining of Minerals in Tamilnadu may be a scam worth Rs.1 lakh crore” is alleged to have taken place.  This has been reported by your reporter Ms.Santhya Ravichandran with an oblique motive contrary to the truth and reality.  Such publication of baseless report without verifying the facts and also without corroborative documentary evidence does not speak well of your journalistic tradition built over these years and also it is tantamount to violating  all the basic tenets expected of a well reputed paper. Let us illustrate a few examples culled out from your news item to prove as to how the new item is bereft of basic truth.

Your reporter Ms.Santhya has mentioned a name of a person who had been afflicted with kidney problem in Ovari village.  Further another false reporting has been made as if another person also died.  Your reporter has attributed the reason that both of them had lived near the place where beach sand mining is going on.  When your reporter has chosen to report these two cases; it is indeed  a bizarre that she has not taken care to furnish authentic medical certificates to substantiate her above contention.  If it were true that ‘kidney failure’ is only due to beach sand mining, there should have been several such instances of kidney failure cases of human beings first in ‘Chavara’ in Kerala, second in ‘Chandrapur’ in Odisha and third in ‘Manavalakurichi’ in kanyakumari district wherein only ‘radioactive monazite mineral’ occurring in association with beach sand minerals is being extensively mined over several decades.

Is it fair on your part to publish all unsubstantiated baseless news reported only with sinister motive by your reporter?

There are cases of ‘kidney failures’ affected by several thousands of people elsewhere in the country where there is no beach sand mining at all.  Several reasons are imputed for kidney failures.  Would any one believe that a false rumor is spread that one of the reasons for kidney failure is that those who come in contact and in touch with the toxic chemicals used in the printing ink of your news paper are getting affected by the same?  In the same manner that there is absolutely no such correlation in respect of the beach sand mining also.  We make a fervent appeal not to publish such unverified reports made with evil design in the mind of your reporter.

Your reporter Santhya Ravishankar has made a foolish statement that, hill is being broken to mine beach sand minerals.  It will only go to show that your reporter has intentionally publish the same to destroy the beach mineral industry.  In fact ‘Uranium’ is being directly mined from places in the States of Andhra, Odisha, Mathya Pradesh, Rajasthan, etc.  Even in those places there are no authentic medical reports of workers or people living in such places getting affected by radiation or any other diseases like kidney failure, cancer etc.,  An expert committee report says that there is no adverse effect consequent on ‘Uranium mining’ .  Likewise, monazite content 0.01% of uranium and 0.25% of thorium. Monazite is being mined in Manavalakurichi, Chavara and Chandrapur  over several decades.  There is no report of adverse effect due to mining of ‘Monazite’ in these areas so fare.  Contrary to this existing ground reality and factual history, it is totally unacceptable as it is best with unsubstantiated baseless one sided allegation made by your reporter that mining of beach sand mining minerals which contain only 0.35% of Monazite in them causes adverse impact on human being.  Any fair minded man will easily understand the reason and background behind such a baseless report.

From the website http://www.hindu.com/seta/2009/01/01/stories/2009010150131600.htm    you will come to know of the fact that there is absolutely no adverse impact of radiation affect to the public and environment consequent on mining of beach sand minerals which are associated with the occurrence of monazite.

Is it a news item worthy of publication in your reputed paper when your reporter has stated without any medical proof or report that one person among lakhs of villages living in those areas has been affected and died on account of beach sand mining?  Before publication, is it not the sacred duty in the editorial section to call for proof?

Another howlers reported by your journalist is that beach sand mining has been going on for over 10 years in a place called ‘ Periyasamypuram’ and that it has been stopped now.  This is yet another false report.  In fact mining lease has been granted only end of 2011 and that the mining activity all over Tamilnadu has been stopped on account of an order of the State Govt.  Can your reporter  prove this allegation?   If we prove, will your management be prepared to sack the reporter from service?

Your reporter has stated that seven vehicles have been seized.  This case is related to seizure of seven tractors carrying sand to fill only ‘salt pans’.  A case has been registered against those persons and that case is still  pending.  This incident has nothing to do with beach sand mining at all.  Your reporter has mentioned a name of ‘Irudaya Jebamalai’ , Panchayat president of Periyasamipuram village. Please note that, he was Ex.Panchayat President.  There is a civil case between this Irudaya Jebamalai and V.V.Mineral regarding some land.  This particular individual had approached M/s.V.V.Mineral for purchase of his lands containing beach sand minerals.  Since the cost was prohibitively high, the company declined to purchase his lands.  This is resulted in a personal ‘feud’ between them.  In order to wreck vengeance, he has affiliated himself to one Mr.Dhayadevadas who is the business rival to M/s.V.V.Mineral to settle his personal scores.  This is definitely the handi-work of both of them only to instigate your reporter to include this personal matter in her report.

Your reporter has further mentioned the name of one Mr.Victor Rajamanickam.  This mentioning of the name of Mr.Victor Rajamanickam by your reporter is perhaps to show his gratitude to S.Radhika, her friend and the daughter of one Mr.V.Sundaram, IAS (Retd) or to repay her gratitude to the fabulous amount obtained in August 2014.  You please correlate these matters.  Also kindly visit the website http://www.southernmines.org/blog/our-objection-letter-to-hindu-translated-copy/

The past history of Mr.Victor Rajamanickam is very sore and  bitter too.  He is an expert in swindling exchequer’s money.  He has been flourishing on account if  his ‘ gift of the gap’ in English language.  He, in league with his brother Dr.Samathanam has swindled several crores of rupees of Govt. money.  Since a former Union Minister Mr.Dhanushkodi Adityan was also involved in the scandal, all of them are left untouched.    Kindly play the enclosed video recording http://www.beachminerals.org/video-home/ to find out for your self about their caliber honesty and personal integrity.

Your reporter has made a mention about Rs.1 Lakh crore loss of revenue.  It is not known who has computed this loss and on what basis such evaluation has been made.  Is there any proof submitted to your reporter by the complainant?   As a matter of fact unprecedented scandal of massive scale of clandestine mining of Garnet sand in various river basins of Trichirapalli district has been perpetrated only by a company called M/s.Indian Garnet Sand Company and M/s. Southern Enterprises which are associated with Mr.Victor Rajamanickam and his accomplices.  This mega scandal was brought to light by the District Collector of Trichirapalli only at the behest of the Honourable High Court of Judicature, Chennai.   The District Collector has estimated a total quantity of 39 Lakhs tonnes of Garnet sand illicitly mined by the above said company and the computation of loss consequent on such illicit mining is being worked by the District Collector.   Against the action of the District Collector the parties filed writ petition in the Honourable High Court at Chennai which was dismissed, against which the SLP was filed by the parties in the Honourable Supreme Court which has also been dismissed on 2-2-2015.   This is the honesty and integrity of such persons who are instrumental in spreading false rumors against their business competitors so as to with a view to eliminating them from this field.  Therefore, it is invited to visit our website to find out further information on this, which contain state and Central Govt., officers joint inspection report submitted after verifying all the documents established that this allegation is false. Similarly a complaint has also been lodged against Mr.Victor Rajamanickam. One fisherman village Panchayat President herself has reported that there is no adverse effect consequent on beach sand mining. It is strange to imagine whether your reporter does not really know or feigns ignorance of the basic fact that Import Export does not comes under the purview of the State Govt.,  But it is under the Import Export Policy notified by Govt., of India under the provisions of Foreign Trade Development Act. Please note monazite is a prohibited item and it cannot be exported from India. Can your reporter produce any evidence to show that the State Govt. has unilaterally permitted export of monazite? Does she produce any evidence to establish that V.V.Mineral exported monazite?  It is fervently appealed to your management to avoid publication of such news item reported by your reporter without verifying the facts and without any documentary evidence in support of her baseless allegation.  Such publication of baseless and false reports were reported by Santhya only to cause irreparable damage to V.V.Mineral and embracement to the State Govt.,  and to prejudice the judiciary as well as government officials.

If your news paper really follows the real journalistic ethics and decency, will you please publish this reply also in your paper so that people at large will come to know the truth now made in proper perspective.

It is once again appealed to you, sir, to kindly depute a team of fair minded reporters of your paper either from Mumbai, Delhi or other  northern regions to visit the coastal areas in Tirunelveli, Thoothukudi and Kanyakumari districts to study for themselves about the prevailing ground reality and truth.  Let the team conduct interviews with the local villagers and gather first hand information.  Let them also take video recordings or photographs of the areas.  After perusal of their independent unbiased report, your management will come to know the truth and come to your own realization that all the earlier reports of your reporter Mrs.Santhya are false and nothing but false.

Mrs.Sandiya is very close to  Mr.Karunanidhi, D.M.K. Chief.  Mrs.Sandiya herself has once stated with pride that she has developed fascination for studying Tamil language because of Mr.Karunanithi’s speeches and writings after return from Australia.  Therefore, there is every reason doubt her intention of making such false statement about beach sand minerals mining to make damage and embracement to the State Government and to help her friend Radhika, who’s father has made such type of false complaints already.

It hardly needs any further expatiation about their personal equations beyond the portals of the respective spears of activity. Please call for what are the questions asked by Mrs.Santhya and what are the reply furnished by V.V.Mineral and whether the above reply have been correctly published in the News. If you get the above details, you can find out that she wantonly ignore the reply furnished by V.V.Mineral and published this false news only to help their competitors.

It is therefore appealed to you sir that whenever any false allegation is leveled against any company no matter whether it is against M/s.V.V.Mineral or others kindly communicate a copy of such reports to the affected parties, obtain their reply also on such allegations and analysis them dispassionately before publication of such reports as news item in your illustrious paper.  This is the only well defined course of action in journalism to be followed meticulously with a view to upholding the majesty, dignity and ethics of fair minded journalism.   Otherwise any reporting of matters in a one side manner will only show them in poor light as many of the news item published in several yellow journals.

It is once again appealed to your management to analysis this reply together with other enclosures mentioned supra and take unbiased decision to fix an appointment either Mumbai or Delhi for us, so as to provide a chance to us to place all records and facts to prove over all behind this perpetual vilification and smear campaign against beach sand minerals mining in general and M/s.V.V.Mineral in particular.

It is therefore hoped in the light of the facts enumerated above that your management will see good reason to accede to our above request thereby provide an opportunity to us to prove our points and vindicate our blemish less position in the field of beach sand minerals mining.

Dear Sirs,

 

Last 3 days false Pre-planned false news are published against the Beach Mineral business with ulterior motive. The photograph and news against the truth are being sowed.

 

This is with ulterior motive.  Against the truth.  You had mentioned that after the beach mineral business coming into existence, the bomb blast culture has come in.

 

In the past 50 years, the bomblast culture is on the higher side in most of the coastal villages.  The bombs are being preserved in the bungalows of the parish priests.  They are following this use of the bombs to establish their limit in the sea boundaries.  Hence, we object the publishing of these slanders. In your newspaper, on 21.8.2014, there was an article under the head “which was being taken(given)” wherein four photographs were published.  The 1st photograph is not available in any of the areas of the private parties running the mines under lease or in the adjacent area.  It is a photograph which was taken in some village in Kanyakumari District which is not under lease.  Those three photographs are not available in or near any of private party mining leases or their factories.  If you come in person, we shall take you and your chief reporter to the three district seashores along with us and shall prove that the news and photographs are false and published with ulterior motive after getting money from one business competitors.  Due to the competition between two entities, your reporter get money  from one group and publish this type of false news and photos and we are ready to establish the same along with your management representative and reporter.

 

In the same fashion, we are also ready to prove to you that in none of the areas, in which mining leases are granted to private parties, there was no sea erosion. But there severe sea erosion in Ennore, Thalamkuppam near Chennai were there is no beach mineral mining activity carried out.

 

The sea erosion is something which is caused naturally. There are various facts.  There is no connection whatsoever between the mining of beach mineral and the sea erosion.  Even in your newspaper, there is lot of news about the sea erosion.

When this is the truth, is it fair to propagate wrong news for the purpose of money by pre-plan?

 

Is there no sea erosion in other areas, where there are no mining activities.  We are ready to take you and prove the same.  In none of the private parties mining lease granted areas, there is no sea erosion and no waste water or sewage are discharged in the sea.

 

In none of the areas, wherein the private companies are quarrying mineral sand, there is no fisherman habitation.  All the above mentioned in your articles are available only in the Indian Rare Earth Limited, Mining area, which is functioning for the past 18 years without proper permission under Coastal Regulation Zone and without proper environmental clearance and without proper mining lease renewal. There are fishermen residential area and the sea erosion only in IRE Ltd, a Govt., company mining area.

 

I would request you to kindly go to the office of the Kanyakumari District Environmental Engineer, and to the Office of the Padmanabapuram Revenue Divisional Officer, and get the Vedio recorded at the time of public hearing in respect of IRE Ltd environmental clearance.

 

The head of the fishermen community of Manavalakurichi had mentioned “in which country there is no cancer? In which country there is no radio activity? None of the workers in Manavalakurichi lose their life.  Their legal heirs were not affected.  Hence, the news about the radio activity anomaly, mentally retarded are all the news which are being propagated by pre-plan”.  The video wherein the parish priests, the heads of the fishermen community and the panchayat board presidents have delivered the speech is available with us.  You can see the above in the above said offices.  Hence, please stop publishing false news against the truth for the money received.

 

Do you know?  As the earth became full of heat, the surface of the sea water is being increase. That is cause for the sea erosion.  For the publishing of the news, paper is needed.  For the preparation of the paper trees has to be cut.  No one can tell that to protect environment and to save cutting trees for preparing paper, we have to stop Hindu Tamil News paper, as, you all will object unitly and you can able to spear rumors and false news pre-planned.

 

The areas mentioned in your news, Chinnavilai, Periyavilai, Nerody and all are available only in the Indian Rare Earth Limited, Govt., Company mining area.  But your target is totally against the private mining lessee V.V.Minerals alone.  When your article is being read, there is no big difference in the character of the hero in the film “Sathuranga Vettai” and yourself.

 

You had mentioned about a book published by Mugilan had written.  He did not see any private parties mining area.  On the contrary, the work assigned to him is to spread the preplan false news against the V.V.Mineral company.  He had done that work very perfectly.  Even though the photograph of some other company mining was published in the front page of the book, his attack is completely against V.V.Mineral, as, that work alone allotted to him.

 

On that book, there are mentioning about Melmidalam, Midalam, Kurumpanai villages.  Private parities obtained mining lease only in their own patta land, which was also prevented by the competitors by communal painting. Is it fair?

 

Even though the above said book is being read for several times, there is no information as to how much sand was quarried from which village and as to how much money was paid to the government.  On the contrary, there are news about the scuffle cases, which were conducted in several villages, are being explained and the blame is being made with the imaginary tactic on Vaikundarajan.  It is also revealed that he is also equally good at imagination like you.

 

In which village commotion is not there.  In which village there is no scuffle. It is the usual practice that in a village the fishermen boats will be seized in another village and that the officers used to conduct the talks and release them and also the murder being done by throwing the bomb in the Mid sea also is being done for years together.   You mentioned that rare mineral mining is reason for this is nothing but the spreading of false news for the money received by you.

 

You had mentioned a good name under the heading about the fact finding committee. They have received some false reports from the competitors of the V.V.Mineral and publish the same in name as fact finding committee report.  In the democratic country, no one can prevent releasing such false reports. Hence that is not questioned. But in that book, the committee of the advocates about the alleged violations of the rules committed by the V.V. Minerals.  Nothing mentioned in that were true.  All required permissions are obtained. Some irrelevant news were published with high imagination.

 

Publishing of the above said books and spreading of false news in your newspaper,  are all being done with the ulterior motive in order to create a negative opinion in the minds of the government officers and the judges, against the private parties mining operations. With that oblique motive, pre-planed false news are published. You are wrongly describing the companies who are not doing any wrong, by leaving the actual wrong doers.

You have mentioned a false report submitted by one corrupt officer Mr. Ashishkumar. A retired I.A.S. Officer Sundaram who is working under Thiru.Dayaevadoss, openly told that he has induced Ashishkumar to send the report.  Mr. Devasagayam, Sundaram and some fishermen heads to whom Mr.Dayadevadas give instruction, how they should speak to the media all are video recorded and available in our website.

 

Victor Rajamanickam, a Professor has looted several crores of rupees by getting the same from Govt., of India, Science Technology department in the name of fund for projects  were his brother Mr.Samathanam is working and all the relevant files were completely destroyed from Govt. level.  For the funds obtained from Government Mr.Victor Rajamanikam submitted vouchers as auto charge, Xerox charge. More than 50% spend like that. Persons who are swindling in cores and cores, to avoid Govt., action they are supporting V.V.Mineral competitors in which the Ex.Congress Central Minister is interested.  They are spreading false news only to save legal action against their swindling money.

 

We are very sorry to say that “The newspapers like yours losing your quality and lowering your credibility and helping such type of people”.

 

If you take the statistics of the bone cancer, cancer, kidney problem, thyroid, district wise, in actual fact, the above diseases in this area are less.  In the past 65 years, none of the staff or his heirs were not affected by any disease.  Do you know about this?

 

The Highest radioactive minerals in India are available in Manavalakurichi. For separation of radioactive material IRE Ltd, a Govt., company draw water from Valliyaru River and discharge the waste water in the sea.  But you are spreading false news that it is being done by V.V.Minerals.

 

You bring Mugilan and your higher officials and editorial board with you.  You can inspect all the seashore areas of Tirunelveli, Kanyakumari, Tuticorin Districts, in your presence it can be videographed.  It will establish that your news published is a pre-planned false news.

 

Please publish this objection in your newspaper.

 

At least in future avoid publishing false  and wrong news.  Alternatively, we are ready to took you to all the three districts seashore areas and coastal villages. You yourself take the photographs record Videos and we can find whether any item published in the news is available in the above 3 districts.

 

One Kappikulam Prabakaran had taken some photographs published in the Hindu newspaper and other newspapers and had released some false news in the face book against the V.V.Mineral by preplanning.  In this connection a complaint was lodged with the police department and complaint was sent to face book and it was removed by face book admin subsequently.

 

The photographs published in your newspapers were stolen from there.  But you had mentioned in an imaginary basis alleging that you had taken them during the night hunt.  I request all your editor committee to view the film Sathuranga Vettai.  There will not be any difference between the hero of the story and your journalist Samas.

Objection for News published in Hindu from 19.8.14 to 21.08.14

The Hindu Tamil News Paper published Some False News continuously from 19.8.14 to 21.8.14 with Ulterior Motive.

The business rivalry is behind this false news.

Their main aim is to prejudice the judicial officers as well as the Government officers and thereby prevent V.V.Mineral from getting permissions for their pending Mining Lease applications. All the news published are false. In fact, they have steeled some photos from the face book and make imaginary allegations against V.V.Mineral.
