{"id":2489,"date":"2022-02-08T13:09:26","date_gmt":"2022-02-08T07:39:26","guid":{"rendered":"https:\/\/beachmineral.com\/?p=2489"},"modified":"2022-02-08T13:09:26","modified_gmt":"2022-02-08T07:39:26","slug":"measures-for-revival-of-heavy-mineral-industry-in-india-and-increase-the-forex-in-flows","status":"publish","type":"post","link":"https:\/\/beachmineral.com\/ta\/measures-for-revival-of-heavy-mineral-industry-in-india-and-increase-the-forex-in-flows\/","title":{"rendered":"Measures for revival of heavy mineral industry in India and increase the forex in-flows"},"content":{"rendered":"<p>a) Minerals namely garnet, ilmenite, zircon, rutile, leucoxene, silimanite,<br \/>\nMonazite, etc are the minerals collectively called as heavy mineral or<br \/>\nbeach minerals.<br \/>\nb) India is blessed with 35% of entire world\u2019s reserve of many of these<br \/>\nminerals and world\u2019s 2nd or 3rd richest reserve in the entire world.<br \/>\nThese minerals are widely found in coastal districts of Kerala, Tamil<br \/>\nNadu, AndraPradesh and Orissa.<br \/>\nc) From independence to 1998, only a Central Government company<br \/>\nnamed IREL (Indian Rare Earths Ltd) was producing these minerals<br \/>\nexclusively.<br \/>\nd) In the year 1998, the then Prime Minster A.B.Vajpayee liberalized this<br \/>\nsector and encourage private participation of these minerals (except<br \/>\nmonazite).<br \/>\ne) Private players especially emerged in Tamil nadu and Andra Pradesh,<br \/>\npositioned the industry to be ranked No.1 in the world\u2019s production<br \/>\nranking.<br \/>\nf) Due to in-fighting, and some corrupt bureacrats, baseless allegations<br \/>\nwas floated on this industry and invited various measures against this<br \/>\nindustry, effectively killing the industry altogether.<\/p>\n<p><strong>Step 1 :<\/strong> Revoke TLV (threshold limit value) back to 0.75% monazite in<br \/>\nthe rule Atomic Mineral Concession Rule (AMCR) 2016 which was<br \/>\namended by Ministry of Mines vide GSR 134(E) dated 20.02.2019<\/p>\n<p><strong>Step 2 :<\/strong> Call back the lease cancellation efforts made by Ministry of<br \/>\nMines vide their letter No. 1\/1\/2019-M.VI dated 01.03.2019<br \/>\nCompetent authority (for step 1&amp;2) : Ministry of Mines<\/p>\n<p><strong>Step 3 :<\/strong> Revoke the canalization of these minerals through Indian rare<br \/>\nearths Ltd (IREL) by DGFT vide Notification No. 26\/2015-2020 dated<br \/>\n21.08.2018.<\/p>\n<p>Competent Authority : DGFT, Ministry of Commerce<\/p>\n<p>Expected Forex inflow : 4500 crores equivalent in US Dollars<br \/>\nimmediately and 15% growth each year.<\/p>\n<p>savings in FOREX outflow : 3000 crores worth of Tio2 pigment<br \/>\nimport is happening each year which can<br \/>\nbe saved.<\/p>\n<p>Expected new employment : 75,000 employees immediately and<br \/>\nfurther when expansion happens.<\/p>\n<p>Since the liberalization of the sector by the then Prime Minister A.B.Vajpayee this industry grew from mere Rs.35 Crores per year to 4500 crores.<\/p>\n<p>Subsequently DGFT vide Notification No. 26\/2015-2020 dated 21.08.2018<br \/>\ncanalized the export of beach minerals through IREL and prevented the<br \/>\nprivate players direct export. The canalization guidelines was so one sided<br \/>\nexcept IREL no other parties can export. So at present the export value<br \/>\ndecreased from Rs.4500 crore to Rs.1000 Crore per year.<\/p>\n<p>Meantime Ministry of Mines amended the threshold value vide GSR<br \/>\n134(E) dated 20.02.2019. So there is no possibility to grant fresh mining<br \/>\nleases to private parties.<\/p>\n<p>Ministry of Mines vide letter No. 1\/1\/2019-M.VI dated 01.03.2019<br \/>\ndirected all the state governments to cancel the private mining leases<br \/>\ngranted to private parties for beach minerals.<\/p>\n<p><strong>This resulted in following drastic outcomes :<\/strong><br \/>\n1) employment loss of more than one lakh employees.<br \/>\n2) The replenishable beach placer deposits was carried away by ocean<br \/>\ncurrents to neighbouring countries like Sri Lanka since it is not mined<br \/>\nin time in India.<br \/>\n3) India lost the dominance in industry which was achieved over a gradual<br \/>\ngrowth in the past 30 years. The entire beach mineral market and its<br \/>\ndominance went to developed countries and China.<br \/>\n4) Premature termination of the mining leases make fear on the minds of<br \/>\nforeign investors above Indian government.<br \/>\n5) The skilled labours in beach mineral industry as well as industry<br \/>\nowners migrates to the nearby countries and started developing the<br \/>\nindustry on other countries. As a result, India will lose the technical<br \/>\ndominance on this industry too<br \/>\n6) In addition to Rs.4500 Crore foreign exchange loss, 10% export duty<br \/>\nloss to the Central Government plus, 28% GST and 3% royalty to the<br \/>\nState Government.<br \/>\n7) Apart from 75000 employees in this industry, employment by way of<br \/>\nancillary industries approximate 50000 employees.<br \/>\n8) Though India has 1\/3rd of the reserve, due to the above action, Indian<br \/>\nTitanium producers import Ilmenite (which rightfully belongs to Indian<br \/>\nshores) from Srilanka as well as from other countries. Thus, foreign<br \/>\nexchange outgo loss to our nation.<br \/>\n9) The newly developed Indian Titanium Industries are struggling due to the heavy import cost of Ilmenite, through plenty of Ilmenite available in India, but could not use it.
